綠色公民 – 英國護樹法令
立法會環境事務委員會主席護理樹木，新加坡和台北都制訂主體法例確立制度，提升質素。即使不立新法例，也可參考英國的例子，引入「樹木保護法令」來加強護理樹木。
英國早於1947年通過的Town and Country Planning Act，賦權地方規劃當局可發出樹木保護令(Tree Preservation Order)，防止私人土地上的樹木未經批准下受到損壞，如砍伐、去頂、過度修剪和惡意損壞。不服法令者，有程序在28日內提出上訴。如果樹木病了，構成安全危險，市民可填表申請砍伐。上訴的程序有明確規定，有關部門須填寫資料，交代所收到的資料和公眾意見，並且要進行實地考察，才能作出判決。法律以外，英國政府也資助志願團體種植及護理樹木，推動全民護樹。
