綠色公民 – 零售膠袋費 不如徵批發膠袋費 余若薇

政府提出新的膠袋徵費計劃，建議擴大範圍至全港商店，但徵費卻不用上繳，全數歸入商戶。有市民致電電台直指此舉是放生超市，又質疑為何要將用於環保的徵費轉贈與商戶，認為新建議等如廢膠袋費武功。

膠袋費是解決濫用膠袋問題的其中一個方法，對連鎖性商店和超市的功效尤其大。不過，對於街市、小食店或街邊小檔攤卻有執行上的困難。內地實施了限塑令數年，也是在超市成功但農貿市場、菜市場和流動小販方面卻強差人意。除非政府花龐大人力物力不斷巡查恆河沙數的零售商，否則有令難申。

從源頭入手，一如煙稅那樣，向製造商和入口商徵費，並且規定只有持牌者方可製造或入口購物膠袋，就可以達致寓禁於徵的效果。這樣更符合生產者負責制的精神。
