綠色公民 – 非法傾倒廢料 余若薇

非法傾倒建築廢料在鄉郊十分猖獗，不少小型承建商為逃避堆填區收費，不惜鋌而走險非法棄置，亦有一些泥頭車司機，被逼非法棄置超載的物料才可進入堆填區傾卸。

現行《廢物處置條例》漏洞處處，而且執法困難，加上過去法庭判處的罰款太輕 (約兩萬多元)，缺乏阻嚇力。河上鄉、塱原、南涌、榕樹塱、大水坑村等多處，均由綠土變廢料場。

解決非法傾倒必須多管齊下，首先要加強執法。政府可在傾倒黑點設置閉路電視以加強搜集證據、將政府工程地盤運載紀錄制度引至私人工程，杜絕超載，考慮採用全球衛星定位系統追蹤泥頭車。另外，必須盡快修訂《廢物處置條例》及《城規條例》，填補法例漏洞，並加重刑罰上限，以收阻嚇作用。
