要有多少人上街
葉劉淑儀嗅到氣味，警告公眾泛民正藉逃犯條例試圖複製當年23 條立法的抗爭。其實，當年的23 條立法抗爭和今日的引渡條例修訂，都不是泛民製造出來，而是特區政府一意孤行逼出來的；而今日的林鄭配李家超，比當年的董特首配葉劉，更加冷酷狠毒。
2002 年9 月，特區政府急推23 條立法，對市民大眾的憂慮視若無睹；12 月6 日，6 萬市民上街抗議，政府不理。2003 年2 月初，照將條例草案刊憲，啟動立法程序。建制派議員配合，加速審議。法律界、傳媒、宗教界、廣大市民愈來愈大的反對聲音，政府充耳不聞，在沙士疫情籠罩下照推。6 月，民陣籌備七一遊行，報載可能會有過10 萬眾。有官員回應，即有20 萬人上街政府也不會改變態度。
6 月26 日，立法會特別答問大會上，我問董先生：廣大市民，包括很多專業人士，都非常不滿政府的粗暴立法手法，而外國政府，包括香港的第二大貿易伙伴，也發表聲明表示十分關注對「一國兩制」的影響。為何特區政府仍執意要在7 月通過立法那麼蠻不講理？為何特區官員表明，即使有20 萬人上街，政府仍不會改變態度？究竟要有多少人上街，董先生才會聽取？
當年，董特首迴避問題，說外國人是受人誤導，就如今日林鄭的態度一樣。當年，歷史代董建華回答：要有50 萬人。今日，要有多少人上街，才能擊退這比23 條立法更惡的惡法。
