議會外的藍天 余若薇

現有空氣質素指標已沿用25年，但政府就是不斷拖延，要待空氣污染物降低後才願意提出更新空氣質素指標，而不是倒過來先訂下目標，推動全民為達標而衝刺。

世衞2006年頒布的空氣質素指引，訂出空氣質素的健康基準。香港的空氣質素指標何時才可與世衞的標準看齊？窮追猛打，政府終於提出新空氣質素指標，二氧化硫和微細懸浮粒子仍是設定在世衞最低級的目標—中期目標1，而且要待2014年才落實，之後還有3年過渡期，容許已通過的環評再有3年時間沿用舊指標，每5年才檢討一次。其間的大型基建工程，像高鐵或港珠澳大橋只需符合過時的標準。

在議會內12年，無論多努力也難敵畸型的政制和僵硬官僚作風。呆在議會內可做不多，還望在議會外民間力量可重奪一片藍天。
