讚彈 – 無間道預言 余若薇

近日，網民熱烈討論《無間道》導演劉偉強新作《不再讓你孤單》。女主角是香港人，其北京辦公室裝修違規，找人幫忙「疏通」(以香港流行語也許應叫「理順」)，任職公安的男主角曉以大義﹕「這裡不是香港，法律是要遵守的！」

要讚這句無間道式「預言」。甚麼時候香港法治退步到連北京公安也看不起？難道劉導演拍攝時已預知香港法治響起警號？例如新界丁屋僭建物不用拆只要「理順」；曾特首輸了官司就賴人「濫用司法程序」，被兩個律師專業團體不點名批評；高層公務員要以辭職控訴上司干預投標程序。

特區政府近日建議，下屆立法會採用「替補機制」，任期內地區直選或「超級區議員」議席若有空缺，不管出缺原因，由當屆選舉中得票最多的落選者自動填上，不必補選。這建議引來極大爭議，但政府拒絕公眾諮詢，只想快刀斬亂麻，建制派保駕護航，數夠票，就在立法會通過有關法例。

如何說得過去？政府擴大膠袋徵費，正諮詢公眾三個月，區議會重新劃界和選舉活動指引，都會諮詢公眾一個月，「替補機制」剝奪全港340萬選民在有議席出缺時的補選投票權，政府和建制派竟然認為自己有權一錘定音，不必問一問香港人是否同意？
