貪官、清官與好官 湯家驊

廉政公署近四十年的英名被湯顯明一朝喪盡，實在叫人惋惜不已。推動廉政者不能廉潔奉公，這是多大的諷刺！更大的諷刺是我們這些真正愛國者，每天盼望特區的廉政可以改變內地的貪腐風氣，卻做夢也想不到貪腐之風早已蠶食了我們的廉政先鋒！

有人說，中國五千年歷史從沒有清官這回事，所以不用大驚小怪。這裡必須說明，我說的不是大法官，只是政府官。但話又要說回來，在中國封建制度下，從沒有三權分立這回事。五千年來沒有；今天也沒有。在中國，當官代表了政官、立法官和法官。事實是，歷史上記載真正的清官確是寥寥可數。要說清官，很多人第一時間會想起宋朝的包拯。雖然他的事迹被後世作家渲染廣傳，但根據歷史記載，他確是個一生嚴於律己、打擊貪污、鐵面無私、不避權貴、執法嚴明的執法者；他未必是一位清官，卻肯定是一位好官。

真正的清官可能要算明朝的况鐘，他當蘇州知府時身穿布衣、減輕官糧、折徵稅收、清理冤獄、為民申冤；《十五貫》的故事更是家傳戶曉，最終卻因為積勞成疾而賠上了性命。這便是清官的下場。

清官與好官是有分別的。有學者說過，清官難找，好官更是根本不存在。這是對封建制度的政治批判。當官擺明吃之於民，以公帑自肥，有再好的表現，也只是有賺無蝕，不能算是清官；更怎樣也說不上是好官。但若在高薪厚祿下仍然貪得無厭，窮奢極侈，怎不令人嗤之以鼻！只是中國人以順民見稱，遇上貪官也只能認命。這是五千年來的中國文化，恐怕就算沒有保皇黨也難以改變！你說怎麼辦？
