退保又是「袋住先」？
假普選方案後，又推出假退保，政府剛公布《退休保障前路共建》諮詢文件，推銷「有經濟需要」方案，充其量是優化的綜援，絕不能說成退休保障。梁振英競選特首時信誓旦旦：「認認真真搞全民退休保障」，「成立及累積養老基金」。今天，大家看他走數。
當然，運用些少語言偽術，全民=有經濟需要，即長者單身資產8萬元，月入不過7340元；夫婦資產12.5萬元，月入不過11,830元。不少人指出，8萬元都不夠買一個骨灰龕，但梁振英當作「全民」保障。
退保走數，變臉更卑鄙，這個政府委託社福界權威、港大周永新教授做退保研究，然後，為了突顯政府的非全民方案是唯一可取的，諮詢文件扭曲周教授的研究報告包括他倡議全民受惠的老年金方案，彈到一文不值，周教授形容為「有咁衰講到咁衰」。
政務司長林鄭月娥雖然一再強調非常尊敬周教授，卻尖銳地批評他不切實際、不懂公共財政、缺乏認真學術研究的應有態度。如此過橋抽板，叫周教授情何以堪，叫其他學者怎會有意欲為這個政府奉獻智慧？
周教授退而求其次，寄語林鄭，假如政府決定推行「有經濟需要」方案，總算有部分長者受惠，他希望在本屆政府任期2017年中結束前實現，但林鄭的回應是「非常困難」，將波拋到下屆政府。周教授的委曲求全，正是政改翻版，即使沒有全民，有資格受惠的不如「袋住先」。
