重整環保部門
梁上曾落，政圈正就梁班子重組曾政府的部門鬧得不亦樂乎。與其增設副司長、政治助理，變「大政府」，不如認真考慮改組環保部門。
環境保護署署長一職應重回正軌，由專業職系官員出任。07年，曾蔭權將環保署長一職升格D8級，由俗稱AO的通才政務官常任秘書長兼任；令專業職系官員無法晉升此位，但環保署長肩負審批環境許可證等職責，需要專業知識獨立判斷，其職責與推銷政府基建的政務官難免有衝突。
另外，漁護署的工作包括動植物保育、魚塘保育、管理郊野公園和海岸公園、保護瀕危物種生物等，都超越了「食物」的範疇，將漁護署撥歸食衞局，也是現政府的錯着。梁振英上場後應盡快糾正這兩個缺失；正確架構有助推動正確政策。
