關愛基金與第三條跑道
特區政府於2011年成立關愛基金，當時的目標是透過基金開展針對恆常社會福利政策未能觸及的群體和範疇的項目，向更多有需要的群體提供經濟支援。但關愛基金的真正運作全由政府控制，令個別社福恆常開支審批權從立法會手中搶走。這亦成為當年反對成立關愛基金的最主要原因。
今天第三條跑道的集資方法其中一部分是停止向政府庫房派發收益，其實這等同向政府借錢。不過因為並非由庫房支付，而是暫時不收取，所以就無需經立法會審議。此先例一開，我們可以想像未來任何具有爭議性的基建項目都可以用類似手法上馬。
試想想，如果政府將上述兩種繞過立法會的伎倆混合使用，為其他範疇的政策成立基金及注入設施或基建，政府就可以為所欲為。例如成立隧道基金，將現時政府持有的隧道注入，扣除營運成本後的收益向庫房繳交，如果需要資金興建新隧道時，基金就會停止支付收益及自行發債，無需立法會批准。往後的日子，立法會只會不斷被削減權力，政府施政只會越來越霸道，行政立法關係只會變得更加水火不容，這絕非香港之褔。
