雅虎專欄 – 假如我是「逃犯曾」
隔離有個新專欄，世界自然基金會與綠色和平的香港特派員直擊報道哥本哈根氣候峰會，速遞回來數張攝於當地機場的照片。相片所見巨型平面廣告，主角是美國總統奧巴馬、法國總統薩爾科等元首在2020年時的電腦模擬老年樣貌，他們神色凝重地說﹕「I’m sorry. We could have stopped catastrophic climate change…We didn’t.」廣告目的是呼籲全球各國領袖即時攜手應付氣候變化，不要10年後追悔莫及。
「氣候逃犯」曾蔭權被本地環保團體「通緝」多月，要求他出席是次峰會，他沒去，只派了環保局局長邱騰華。不過，曾蔭權絕對有資格對「I’m [email protected]」廣告對號入座，而且，假如我是「逃犯曾」，一個人至少可扛起3宗罪狀！
減排﹕「I’m sorry. I could have set a cap on actual emission…I didn’t. I only set a fake target on reduction of energy intensity.」歐、美、亞洲多個國家都已訂定2020年溫室氣體總排放量目標，但我只採取一個能源強度的假目標，以每單位生產總值的能源消耗量作計算，名義上在減低能源強度，實際碳排放總量不斷增加，若按過去10年本地生產總值每年上升約4%的趨勢推斷，到2030年，溫室氣體的實際排放量較1990年不跌反升140%！
高鐵﹕「I’m sorry. I could have saved some money in the design of the Express Rail…I didn’t. I insisted on putting the terminus in West Kowloon.」動用幾乎700億元公帑建造高鐵，等於香港市民每人出資1萬大元，總站設於西九龍，接駁不便，但特區政府樂觀地預計到了 2020年，每日乘客量10 萬人次，經濟回報率可高達9%。
政改﹕「I’m sorry. I could have tried every effort to fight for a real universal suffrage…I didn’t. I proposed the increase of functional constituency seats which are here to stay.」我沒有兌現07年特首選舉承諾，交出一個有「設計、路線圖、時間表」的普選終極方案，反而增加功能組別議席，自欺欺人地說2020年立法會可達致普選。
