雅虎專欄 – 假如我是聖誕老人
12月將至，商業大廈、商場內外的聖誕燈飾陸續亮起。假如我是聖誕老人，騎上鹿車，飛越五大洋七大洲送上歡樂，香港就算沒有聖誕燈飾，我都不會迷路，因為這地方會發光，很好找，遠遠就看到它密集的璀璨燈光，把上空都照亮了，連衛星圖片上都一下子看到小小的香港。這地方光害嚴重，為了地球健康，節約能源一點，可以嗎？
立法會今天(24/11)恢復二讀和三讀通過《建築物能源效益條例草案》，目的是減少消耗能源，其中一項條文是規管建築物「內」照明裝置的能源效益，但建築物「外」的不管，是否荒謬？建築物同一電源供應內外照明，為何雙重標準，管一不管二？難道只管平民百姓點燈，不管商界放煙花？
政府只肯承諾，明年第一季諮詢公眾如何減少光污染。可是，由諮詢直至最後制訂對策，是漫漫長路，在這期間不應該只是消極等候。政府若有決心推動節能，何不利用《建築物能源效益條例草案》這契機，做得幾多得幾多？
政府既然冥頑不靈，我提出修正案，將「照明裝置」定義擴充到包括外牆照明，盡量減少不必要的照明，提高慳電效果。部分議員反對這些修訂，理由是應有專門一條法例處理光害、限制戶外照明可能損害營商環境等，現實是議員修訂案的表決須「分組點票」，修正案「凶多吉少」。但不會氣餒，環保人士和團體要再接再厲，繼續在議會內外，爭取每個可促進節約能源的機會。
