政府建議，2012年立法會新增10席，5席是地區直選，5席是區議會功能組別，加上原有的1個區議會議席，將來立法會有6個由區議員互選產生的議員。

唐英年司長及林瑞麟局長向市民推銷這新增的功能組別議席時，說這是由全港300多萬選民間選產生，當然有代表性。林局長還稱之為「民主的方向」。原來邁向普選的新方向是小圈子間選！

現任的立法會區議會功能組別議員是民建聯的葉國謙。

假如我是葉國謙，有唐司長及林局長力撐，終於可以吐一口烏氣了！去年我競選重返立法會時，有不少閒言閒語，指劉皇發放棄在區議會功能組別競選連任，把議席讓給我，以換取後來獲特首委任為行政會議成員。當反對派議員或學者批評中聯辦干預本地選舉，或功能組別選舉容易出現利益交換時，總喜歡用這事做例子，損我名聲。經過唐司長及林局長澄清，我才恍然大悟！原來我這個功能組別議員一個人就有300多萬民意授權！是全立法會之冠，什麽「票王」「票后」「世紀之戰」的勝利者請靠邊站，我鄭重宣布：我是立法會60名議員當中，得到最高民意授權的一人，邊個夠我威？
