電車的車頭燈 余若薇

不知大家有否留意，電車的車頭大燈，仍是使用傳統的鎢絲燈泡(還要是特大號的一款)？可持續發展委員會倡議立法強制淘汰鎢絲燈泡，不知道會否令電車拔走港人這一份集體回憶？

可惜立法過程需時頗長，由發表諮詢文件諮詢公眾、到政府諮詢立法會、政府擬備條例草案、在立法會展開三讀程序隨時要兩三年時間，通過後還可能要待豁免期後才生效。市場早已由四年前的鎢絲燈泡世紀、兩年前慳電膽時代到年初興起LED潮流。若再等兩三年後才立法，鎢絲燈泡的市場佔有率已微不足道。

政府倒不如透過財務措施，如稅務?免或資助非牟利機構和院舍，加快轉用節能照明，更立竿見影。換燈泡只是缺乏氣魄的節能方法，真正大刀斧的做法是推行漸進式電費改革，促使大戶節能。
