兩名局長被叮走，「老愛國」與「新愛國」的矛盾突然表面化。特別是在學生時代因派發反殖民傳單而坐監的曾德成前局長，兔死狐悲之下令一眾「老愛國」大表不滿，民建聯主席更公開暗示梁振英連任成疑。行政會議成員張志剛以足球賽事比喻兩個問責局局長換人，只是政府調整團隊，配合未來工作重點和挑戰，並不代表兩位前局長的能力被否定。鬼話連篇。

最初，曾德成及鄧國威的切換理由，分別是「樂意退休」及「預計不到的的家庭理由」，但現在就改成為政府調整團隊。這種前言不對後語的解畫已經是公關大忌。其次，梁振英宣佈新舊局長交替時，相關人士全不在場，做法非常罕見，反而間接引證「被抄」的揣測。

梁振英何以用這種近乎酒樓抄伙記的手法去羞辱兩位前局長，我們不得而知。但以劉江華的背景，卻不難想像梁振英在打甚麼算盤，本來已經被建制派壟斷的區議會，勢必加速傾斜。在架構上，區議會只屬「諮詢組織」，地區的實際行政事務、發展統籌，甚至是撥款計劃，均由十八區民政事務專員負責推行及跟進。因此民政事務局才是實質掌握地區資源的一個政府部門。

如此安插舖排，若說梁振英沒有打算利用劉江華去拉攏地區人士，以協助其連任工程，就恐怕連三歳小孩亦不會相信。張志剛口中形容劉江華可塑性高，筆者只能解讀為：「為求功名利祿，不惜一切」，這正正亦是梁振英的寫照。君子以同道為朋，小人以同利為朋，歐陽修的朋黨論，大家會考時也都背過吧？
