CPU 興亡史
我是第一代中央政策組Central Policy Unit 的兼職成員。1985 年，《中英聯合聲明》簽署後，港府着手作過渡政治局勢改變的準備，立法局開放議席由選舉產生，預料議員更尖銳及深入提問。輔政司霍德認為政府內部要積極改變思維，須掌握國際及香港社會狀况思潮，洞察先機，主動領導。成立CPU 作為「御用」智庫，目的在將外界精英專才意見直接帶入政府最高層，衝破傳統官僚思維。其中，對金融經濟及中國政經人脈的熟悉尤為霍德所重視。
1989 年，港督重金禮聘前港大學者、《遠東金融評論》副編輯及獨立顧問Leo Goodstadt 顧汝德為首席顧問，同時聘任一群不同政見，來自學界、專業界、輿論界的（相對）年輕人士，作為兼職成員。顧汝德的條件是CPU絕對獨立。CPU 只以港督、輔政司和財政司三人為「主顧」（clients），政府部門須提供一切所需資料，包括最高機密。CPU 兼職成員定期會議，討論「clients」向首席顧問要求給意見的問題。會上言論沒有禁區，時有激烈辯論，我們為香港知無不言、言無不盡，每人受聘時簽署絕對保密聲明。
後來——後來，政局急速變化，港府逐步喪失主導權，到了彭定康時代，CPU 已成爭取政治影響力的統戰組織，籠絡各方代表為「成員」，雖然新舊成員共聚的研討會不時舉行，我已漸失興趣。97 後，CPU 更徹底變質。如今林鄭特首名「改組」實解散，我覺得也是時候了。
