公民黨於二零零六年三月十九日正式創黨！創黨典禮有大約八十名創黨黨員出席，場面熱鬧。
公民黨提出「為公為民，香港精神」口號，致力推動香港民主政制及社會公義。
公民黨設立黨主席及黨魁，前者負責黨務和連繫民間社會，後者集中議會工作。第一屆黨魁和黨主席分別由立法會議員余若薇及中文大學政治及行政學系主任關信基出任。余若薇說，她承諾出任黨魁，一定會做足一百二十分。關信基的教學年資達三十六年說，他希望實踐以往相信的知識，可說是一邊學習、一邊承擔。
被問到公民黨為何以執政為目標，主席關信基相信，作為有志氣的政黨，應以執政為目標，他重申，政黨以執政為目標，一方面希望提升政黨的志向，更重要的是有建設性及負責任地提出政策建議。
兩位副主席由黎廣德和張超雄出任，會計界立法會議員譚香文擔任司庫。其他執委成員包括：梁家傑、陳家洛、毛孟靜、鄭宇碩、李志喜、吳靄儀、麥偉年、余冠威、吳永順、湯家驊。
