Civic Party Proposal for a Roadmap to Genuine Universal Suffrage
Principles:
– The method for electing the Chief Executive and all LegCo members must conform with the international standard of ‘equal and universal suffrage’. The public should be allowed to exercise their right to freely elect their representatives.
– Regarding the election of the CE, the composition of the nomination committee should reflect a wide representation of the public. The nomination threshold must not be too high. To provide a nomination procedure which is open to all, no screening process or mechanism to exclude persons of certain political convictions from standing for election should be permitted.
– All functional constituency seats in LegCo must be abolished.
Proposal:
CE Election
– Enlarge the electorate base of the present CE Election Committee to become the nomination committee.
– Democratize the nomination committee by removing from it all appointed District Councillors and replacing them with all the directly elected District Councillors, resulting in a nomination committee of 1160.
– Reduce the number of nominators required from 100 to 50 members of the nomination committee.
– Amend the CE Election Ordinance by removing the rule which restricts the CE from being a member of any political party.
– Allow any eligible person nominated by 100 000 eligible voters to stand for CE election upon the endorsement of the nomination committee in accordance with Articles 44 and 45 of the Basic Law.
– The CE shall be elected by all eligible voters, one person one vote. The candidates who obtain more than half of all valid votes shall be elected and upon appointment by the Central Authority shall be the CE of the HKSAR.
LegCo
– Abolish all functional constituencies.
– Abolish the split voting system.
– Half of the seats in LegCo shall be returned by district constituencies on a single- seat single- vote, first past the post system of election.
– The other half of the seats shall be elected on a single territory- wide constituency basic by a proportional representation system of election.
District Council
– Abolish all appointed seats in District Council.
Roadmap
Civic Party demands that all functional constituency seats be abolished, and the election of the CE and all LegCo members by universal suffrage, one person one vote, be implemented in 2012. Should implementation in 2012 not be possible, the CE must fulfill his election promise a final solution with a roadmap to genuine universal suffrage during his term as CE.
In accordance with the “Civic Party Declaration of Universal Suffrage” published on 6 September, Civic Party now sets out its proposal for the roadmap to genuine universal suffrage in the table below, and call for the response of the government:
