Implementation of True Universal Suffrage and Abolition of Functional Constituencies without Delay
In response to press enquiries, Civic Party today expressed that it has already submitted its position paper as regards the "Consultation Document on the Methods for Selecting the Chief Executive and for Forming the Legislative Council in 2012" (Please click here to download).
Civic Party believed that, since many motions which are beneficial to the people’s livelihood and to promoting local democratization are voted down under the existing "split voting" system of functional constituencies and geographical constituencies of the Legislative Council, Hong Kong has been suffering continuous social friction. Therefore, to take Hong Kong forward, and to respond to people’s demands, the government must take action to abolish functional constituencies. However, not only does the Government’s proposal do nothing to abolish or reduce functional constituencies, it even proposes to increase five seats of them; this makes simply no difference from taking a big step backward on the path of democratization. Only when every eligible voter enjoys the right to vote and to be elected in a fair and equal manner, and only when all functional constituencies seats are completely abolished, should "true universal suffrage" be considered achieved in accordance with the "International Covenant on Civil and Political Rights". "The government must, as soon as possible, let Hong Kong people have a substantial road-map that leads to true universal suffrage," Civic Party urged.
Civic Party is also particularly aware of the latest figures on social indicators of the Hong Kong University Public Opinion Program, which showed that "Democracy" and "Fairness" score the lowest marks, with “Fairness” continues to stay at the bottom.
Subsequent to the government’s consultation on political reforms, Civic Party aims to take the opportunity to create a timely sequel through the "5 District Referendum" movement, so that Hong Kong people can, by casting their votes, indicate their views on whether functional constituencies should be abolished. Civic Party urges all voters to seize this chance to express their demand for the "Implementation of True Universal Suffrage and Abolition of Functional Constituencies without Delay" directly through the ballot box.
