Launch of an Action Agenda on Green New Deal
Following a hundred days of research, roundtable discussions and numerous exchanges sessions with different sectors, the Civic Party announced today an Action Agenda for Green New Deal. The document sets out 13 policy targets and 25 action items under 5 broad areas. It points out that by investing $35.8 billion, the Government can not only create 87,000 new green jobs, but also kick-start the economy, improve people’s quality of life, and tackle the challenge of global climate change.
Civic Party’s Vice Chairman and Convenor of the Green New Deal Taskforce said, “According to our opinion poll, 80% of Hong Kong people agree that green economy should be taken up as Hong Kong’s new direction for growth, and over half of the people believe that the Government’s effort in this is inadequate. Although the Financial Secretary has accepted the Civic Party’s call to put down in this year’s Budget that green economy would be a new growth area, the current government stance has been far too conservative. We risk losing a precious window of opportunity to turn green economy into an engine for growth.”
The Civic Party’s Action Agenda will cover five broad areas: energy for health, green buildings, sustainable transport, circular economy and resource productivity. If the Government fully implements the proposed 24 policy actions, in three years’ time Hong Kong people can benefit from the reduction of half of road-side pollution, 20% of Hong Kong people can safely use public bikes or walk to work, all households can together cut their electricity bill by at least $3 billion. In 10 to 12 years’ time, temperature in metro areas will drop as a result of urban greening and energy conservation, extension of landfill areas will no longer be necessary, the New Territories will enjoy vibrant growth because of a secondary city centre, and illegal dump sites and temporary storage areas will become history. Civic Party’s proposal also include the issue of a $2000 “Green Economy Voucher” to each household to encourage the installation of renewable energy or energy-saving devices, and a $200 “Green Light voucher” per adult to incentivize the switch to energy-saving light bulbs.
In addition to submitting the report to the Government for deliberation, the Civic Party will kick-off relevant motion debates in Legco, and work with business, professionals and community leaders to further promote the Action Agenda.
