Finding the Right Path to Universal Suffrage – What the Government is not telling you
The Government Consultation Document on the Methods for Selecting the Chief Executive (CE) in 2017 and for Forming the Legislative Council (LegCo) in 2016 (the Government Document), published on 4th December 2013, fails to state the fundamental legal basis for universal suffrage and omits key information provided in previous consultation documents on constitutional reform.
The Government is not sincere when it says that it “…is yet to have any position regarding the methods for selecting the CE in 2017 and forming the LegCo in 2016.” It is clear – both from what the Government Document says and does not say – that parameters for the implementation of universal suffrage for the election of the CE in 2017 have already been drawn up and are heavily influenced by the Central Authorities in Beijing.
The Civic Party and Hong Kong 2020 have joined forces to publish this alternative consultation document: ‘Finding the Right Path to Universal Suffrage’, because we want to send a very clear message to the Government that we will not be fobbed off with another halfbaked consultation exercise that ignores fundamental principles and fails to address key issues.
