《「一國兩制」在香港特別行政區的實踐》白皮書公開宣佈原本「五十年不變」的「一國兩制」提早變質，隨後的「8.31人大決定」將《基本法》設計的無篩選真普選變成有篩選的假普選。在中央政府和特區政府聯手將香港推入萬劫不復的絕地之際，香港的年輕一代奮然起來展開舉世矚目的「雨傘運動」，令香港人在03年7.1大遊行之後另一次覺醒，讓香港的未來重見希望。

不論結果如何，在經歷一場大規模的政治運動之後，任何一個政府都必須重新建構其管治，制度與人事都要破舊立新，香港特區政府也不例外，制度上既要朝真普選的目標而加速邁進，人事上需要撤換行政長官及其班底，以帶來改變的契機。

雨傘運動引領香港進入新時代，社會改變翻天覆地，市民訴求截然不同。在這關鍵時刻，公民黨認為，唯有突破「8.31人大決定」，盡快落實真普選，才能徹底解決特區管治寸步難行的困境，為香港帶來新希望。
