【暴動罪的白色恐怖】

「暴動罪」定義含糊、入罪門檻低、刑罰重、又不符合法律必須清楚明確的基本要求等，但政府一直不肯為條文曖昧作修正，更於反送中運動大規模控告示威者，企圖製造白色恐怖，至今被控暴動已過百人。

吳靄儀認為，律政司有迫切責任，檢討有關非法集結及暴動罪的檢控政策及守則，向市民交代，並同時推動法律改革，以保障市民得充分享有遊行集會的權利自由為出發點，重訂暴動法及其他關乎公安法例。
