「雙非」孕婦來港已超負荷 公民黨促請政府立即向內地部門交涉

有關「雙非」(即配偶均非港人)孕婦來港產子的趨勢，已經到了香港無法負荷的地步，加上衝關及濫用資源問題的出現，而特區政府欠缺全面的人口政策及政策配套，令本地產科服務嚴重供不應求，增加社會矛盾。公民黨一直要求，本地醫療服務是必須優先照顧本地及丈夫為港人的孕婦，這是一個具體的政策問題，必須提出具體的解決方法以堵塞源頭，而不是「捨近求遠」的循基本法方面入手。
今天在立法會特首答問大會上，公民黨立法會議員吳靄儀指出，在內地展開自由行後，「雙非」孕婦來港人數激增，特區政府有責任確保本地醫院有足夠床位，照顧本地及丈夫為港人的孕婦。吳議員促請曾蔭權與中央政府協商，從審批內地旅客來港安排入手，實施有效的行政措施改善情況。
至於有意見提及「釋法」之可能，公民黨必須指出，行政措施已經是有效措施，實在毋須以「釋法」去衝擊香港法治制度。
另外，立法會議員余若薇對特首托辭商界反對，而不願意頒佈新的指標感到遺憾。她指出，像立法會室內空氣污染物超標，眾所周知總揮發性有機污染物(TVOC)只要超過261ppbv便是不合格，政府根本無須等待商界共識，也可以公佈合格的空氣質素指標
