三跑環評開始審議 譚文豪：尚有資料須釐清

環境諮詢委員會今日開始審議機場第三條跑道（三跑）環境評估報告。民航機師兼公民黨執委譚文豪認為，機管局文件仍有不清晰的地方，如沿用這份文件作環境評估，可能出現重大誤差。譚文豪呼籲當局在審視興建第三條跑道對環境的影響時，應該先釐清一些事實，給予委員充足資料作最準確的判斷。

因為山勢及空域關係，現在所有飛機起飛後必須轉向南飛。當局指在雙跑道下每小時最高起降量可達至68架次，在興建第三條跑道之後，就能做到增加50%的起降量達至每小時起降102架次。譚文豪對此表示質疑：「68架次的升降上限其中一個樽頸位是因為飛機所產生的機尾亂流（Wake Turbulance），飛機在起飛及降落時必須與前面飛機保持一個最少間距。另外當三條跑道同時運作時，它們之間的影響將會增加，所以未必能增加50%的升降量。」

在機管局文件上表示將來可以在起飛後向北飛，譚文豪質疑理據何在：「錯誤的假設只會讓三跑評估重蹈1992年赤鱲角機場設計報告估算錯誤。」譚文豪又認為如果未能解決飛機起飛後不能向北飛的問題，102架次起降的推算，只會是鏡花水月，同時亦低估新增飛機升降對環境的影響。
