任志剛離任 改革金融專員制度的時機

金融管理局總裁(金融管理專員)任志剛在任16年，今天宣布將於10月離任。

公民黨指出，雷曼事件是任志剛任內的污點，因為金管局沒有充分監管銀行銷售金融產品的手法，導致二萬多個小投資者投訴蒙受損失，有些人更加是賠上一生的積蓄，而事件由去年9月發生至今，始終未有徹底解決的辦法。

此外，公民黨認為，任志剛離任，政府應該趁這個時機，改革金融專員制度，糾正金管局長期儼如獨立王國的詬病。

多個範圍需要檢討，包括專員的薪酬水平和調整準則，應否與公務員薪酬或外匯基金投資表現掛勾；規定專員的任期；金管局高層人員離任後轉職私營機構的規管是否過寬等等，目的是加強金管局的透明度和問責性。

此外，公民黨認為，政府計劃發行債券，金融管理專員的職權將會更加吃重，但財政司司長物色下任金融專員人選的過程完全欠缺透明度，余若薇呼籲司長用人唯才，公開招聘，而非用人唯親。
