余若薇就新政府總部用電量的回應

政府今天回覆本人就新政府總部的提問，顯示政府總部從政府山搬遷至添馬艦後，每月平均電費開支由70萬元激增至340萬元，增幅幾近5倍；平均每月每平方米的用電量亦由6.7千瓦時，增加至14.6千瓦時，增幅超過2倍。[1]行政長官在2011年1月25日為新政府總部進行平頂儀式時，曾宣稱新政府總部是「新一代政府環保建築的典範」[2]，但事實證明新政府總部的電費開支和耗電量均以倍數增長，本人十分遺憾，促請政府立刻檢討節能方略，以免成為環保反面教材的「典範」。

政府指新舊政府總部的用電量不可直接比較，本人難以苟同。新政府總部雖然設計和體積不同，但職能跟在政府山時沒有兩樣。新政府總部設置多項環保設施後，電費開支和每平方米的用電量不減反增，令人氣憤。

按政府的答覆，空調、照明和升降機及自動電梯3個項目，分別佔整體電費開支的48%、12%和3%。由此可見，空調是新政府總部電費最大開銷項目，政府有必要從空調方面着手節約，減少不必要的浪費。

今年2月1日，政府回覆本人質詢時也披露，立法會新大樓的電費開支是舊大樓的8.8倍。[3]

政府今天披露的數據，再次說明環保建築不是單靠個別提高能源效益的措施：設置綠化屋頂、廢物回收、海水制冷、日光感應控制照明系統等各個環節，無緣無故好大喜功的擴充與搬遷會導致整體用電量的增加，政府有責任檢討，積極研究如何減低整體用電量。
