保育與發展毋須對立 阻礙慈善活動令人遺憾

西貢西灣村一批原居民及鄉事人士，今早堵塞「樂施毅行者2013」慈善遠足活動的路線，導致賽事需要改道及縮短路線。本人對於上述事件感到相當遺憾，並認為任何爭議均不應該對「樂施毅行者」這極具意義的國際性慈善活動構成阻礙，把原居民的權益及社會公眾的權益置於對立面。本人認為：

  1. 根據現行《郊野公園條例》，即使把西灣村納入郊野公園範圍，村民的原有的土地權益並不會改變，村民仍可向政府申請興建小型屋宇，故毋須透過妨礙公眾的行動保護其法定權益；
  2. 政府當局必須堅持既定立場，把具保育價值的不包括土地納入郊野公園範圍，不應因鄉村居民的強烈行動而改變既定的政策，本人重申要求政府當局研究把所有不包括土地劃為郊野公園；
  3. 把西灣村的不包括土地納入郊野公園是社會大部份持分者的共識，故強烈呼籲立法會所有議員，特別是民建聯及經民聯的議員，因這兩個黨派皆有行政會議成員，反對劉皇發議員就《2013年郊野公園(指定)(綜合)(修訂)令》動議的修正案。
