公民黨公佈警方保安措施是否恰當問卷調查結果

掃走黑影 還市民真相
市民要求獨立調查

對於警方在國務院副總理李克強訪港期間採取空前嚴密保安措施的安排，警務處長曾偉雄在立法會以「黑影論」、以核心保安區合理其打壓言論自由、採訪自由的行為。

公民黨在以電話隨機抽樣進行調查，發現有超過五成受訪者認為曾處長的解釋有「講大話」之嫌。同樣亦有五成受訪者贊成要查出事情的真相，調查警方有否濫用權力，包括由行政長官成立獨立調查委員會，及由立法會透過《權力及特權法》成立專責委員會。公民黨促請特首重新考慮成立獨立調查委員會，由社會上有公信力的人士主持，找出真相之餘，亦重申港人的核心價值。安保措施才是真正黑影，被卡著的是市民享有的自由。

調查發現55%市民表示擔心警權過大，會影響市民日後行使《基本法》的權利。根據《基本法》第27條訂明：「香港居民享有言論、新聞、出版的自由，結社、集會、遊行、示威的自由，組織和參加工會、罷工的權利和自由。」

有鑑於市民的憂慮，公民黨議員將會推動成立專責委員會，運用《權力及特權法》進行調查。

公民黨於8月31日至9月6日期間，透過電話進行抽樣訪問，成功訪問了1085名市民，收集對李克強訪港期間，警方採取空前嚴密保安措施是否恰當的意見。
