公民黨回應金管局推出
雷曼兄弟相關個案的調解及仲裁服務
公民黨歡迎金管局接納公民黨的倡議，推出調解及仲裁服務，協助雷曼苦主。
金管局今天宣布的「雷曼兄弟相關產品爭議調解及仲裁計畫」文件中第5點指出，「仲裁人將根據所提供的表格和文件裁定申索人是否得直」。公民黨擔憂，上述程序不利於文字表達程度較低的苦主，相對銀行卻有專業人士處理有關文件，可能會帶來不公道的仲裁結果。仲裁結果有法律效力，若不滿結果，卻難以循法律途徑上訴推翻。
截至今日，金管局收到13981宗雷曼投訴當中，除了72宗已轉介證監會跟進，其餘只有2909宗在評估個案的階段，進度緩慢。公民黨促請金管局加快處理，並提供時間表，估計何時完成所有個案。
此外，金管局根據甚麼準則決定立案，是否考慮投訴人的年齡、教育程度、產品性質、購買時間、銀行銷售手法，或其他因素。金管局有必要公布這些準則，對處理其他個案有指引性作用。
公民黨亦建議金管局、消委會和銀行考慮借鏡英國的集體調解機制。
現時，消委會、金管局同時處理雷曼投訴，公民黨希望兩個機構緊密合作，盡快處理個案，避免工作重叠，浪費資源，又要苦主「東奔西跑」尋求協助。
