公民黨對改善本港輻射監測機制的建議

公民黨副主席黎廣德，今天下午聯同前立法局議員馮智活及綠色和平主任古偉牧，一起參觀香港天文台京士柏監測站，並與相關官員討論，了解本港監測輻射數據的機制。
公民黨了解香港天文台的專業官員，對於輻射監測均抱著認真嚴謹的態度，但為了保障公共健康和公眾知情權，建議特區政府從速作出三方面改善措施：
一、建立香港與內地的「實時輻射數據交換平台」
特區政府應參考歐盟的「歐洲輻射數據交換平台」(European Radiological Data Exchange Platform) ，與內地各省市政府建立「實時輻射數據交換平台」，並將實時數據在互聯網上公開，確保公眾知情權。目前香港天文台對於內地監測站的數據，只能在傳媒報導後才知悉，有礙政府及早作出部署。
二、香港分享「國際原子能機構」成員國資訊
香港並非「國際原子能機構」(IAEA) 的成員，沒有獲取成員國之間有關輻射和核意外資訊的權利。由於中國是「國際原子能機構」成員，特區政府應與中央政府商討，使香港享有與成員國分享資訊的直接渠道。
三、確立天文台獨立發放輻射數據的權責
為增強公眾信心，特區政府應發出清指示，賦權香港天文台向公眾及時發放輻射監測數據，確保發放的決策在任何時候均不受任何政治因素干擾，此舉在核意外發生時至為重要，避免公眾因對政府信心不足而引起恐慌。
