公民黨就政府禁止香港民族黨運作之聲明

今日上午，政府在憲報刊出2018年第52號號外公告，引用《社團條例》禁止香港民族黨在香港運作，此舉嚴重打擊港人的政治表達自由，公民黨對政府予以嚴厲譴責。

公民黨雖不認同民族黨的港獨主張，但對於港府打壓持有特定意見的人士，公民黨認為做法可恥。根據《基本法》第二十七條，香港市民享有結社自由，《香港人權法案條例》第十六條亦保障香港市民保持意見不受干預的權利。保安局局長李家超引用「維護國家安全」為理由，宣佈民族黨為非法社團，無異於宣告「國家安全」凌駕基本人權，公民黨不能接受。

在民主世界，歐洲人權法院及聯合國人權理事會均對於依法限制言論及結社自由有嚴格規定。保安局的決定明顯不符合聯合國的原則，使香港進一步遠離普世自由民主國家的價值和制度，而愈趨一國一制。政府應緊記「一國兩制」及「高度自治」的原則，切勿逆道而行。

公民黨相信保安局此舉開啟極壞先例，以後政府可隨意打壓任何政黨。公民黨促請政府遵守《基本法》及《香港人權法案條例》，停止對任何政黨實行政治檢控，並收回成命，還香港市民政治表達自由。
