公民黨就2007/08年度政府財政預算案的回應
錯失良機

  1. 公民黨察悉政府在2006/07財政年度預計經營帳盈餘三百八十六億元，綜合盈餘高達五百五十一億元，但政府仍未能善用盈餘作長遠規劃，公民黨深感失望。
  2. 是次預算盡顯政府的「守財奴」心態變本加厲，特別在評估政府儲備時，從昔日提出要以政府十二個月開支作為儲備水平，突然變成要相等於本地生產總值百分之三十，以今天預算的政府開支計算，即等於至少廿四個月政府開支，約值五千億港元，令人感到政府只想一直推高儲備數字。
  3. 雖然預算案表面上惠及社會每一階層，但在財政盈餘寬裕時，政府卻未能利用此良機解決香港的核心問題，例如貧富懸殊、人口老化等，對不少重要社會問題欠缺長遠規劃，更欠缺有助於增強競爭力及生活質素的社會投資，例如從速實行小班教學、優化環境、成立文物保育基金、實施全民退休保障等；
  4. 本年預算案顯示政府對目前 “M” 型社會的發展形勢視若無睹。政府還富於民近一百九十億元，對弱勢社群的回饋卻只有十五億元，再加上分開數年撥出的九億元零碎支援，由此可見，政府對低下堦層所面對的困難漠不關心，無助於改善貧富懸殊的狀況。
  5. 預算案雖然提出要強化香港作為國際金融中心的地位，但在拆牆鬆綁、改善法律規管架構方面，卻欠缺具體配套，特別是早於九四年提出的《公司條例》改革，至今十三年來仍然只聞樓梯響。此外，在公平競爭政策方面，政府仍未有明確的立法方向及時間表，令人懷疑政府對優化營商環境的誠意。
  6. 香港社會在改善城市風貌、保護環境、文化保育等方面，可作大量投入資源，以創造就業機會及更大的社會財富，但政府卻只會着墨於部分新旅遊景點，可見政府視野狹窄。
  7. 對於政府的收入政策方面，公民黨接受政府將稅階及邊際稅率全面回復至二零零二至零三年度的水平，也認同在超過五百五十億盈餘的情況下，向公眾作一次性回饋，以惠及社會各階層，但公民黨留意到政府欠缺長遠性及公平的財政措施。
