公民黨建議立法會可審批港鐵票價　為市民把關

2007年2月香港地鐵有限公司（＂港鐵＂）正式接收九廣鐵路有限公司的鐵路經營權及旗下物業發展權，成為香港唯一以商業方針運作的公共鐵路企業。該公司自2007年合併以來，獲得利潤持續上升；可是港鐵票價根據「可加可減機制」自動調節，行政會議及立法會均無權過問。

當年政府為了獲得市民支持，聲稱兩鐵合併產生「協同效益」（每年約為4.5億元），為港鐵帶來減價空間並回饋乘客。但事實上「協同效益」沒有兌現，港鐵連年錄得巨額盈餘，政府更收到豐厚股息，市民卻受加價之苦，政府應考慮使用股息成立「票價穩定基金」。

公民黨不亦同意日後票價只由行政會議決定，建議立法會可審批港鐵票價，為市民把關。

公民黨認為如果只對「可加可減機制」小修小補，完全未能解決港鐵票價問題，需要全面回購港鐵，政府才有能力全面控制港鐵票價。
