公民黨建議開徵「即日陸路離境稅」 打擊水貨活動

陸路水貨及走私活動嚴重影響本港民生，公民黨建議特區政府寓禁於徵，開徵「即日陸路離境稅」，對象是陸路入境香港旅客。

公民黨建議，旅客陸路入境香港後，凡於24小時內離境，便要繳交「即日陸路離境稅」，目的是增加其從事水貨或走私活動的成本，減低誘因。

公民黨認為，「即日陸路離境稅」應屬累進稅項，旅客倘若在指定時期(例如半年)內即日離港次數超過某個數目，須繳交的稅款應遞增。

特區政府曾於1999年及2003年兩度提出開徵海陸路離境稅的構思，而2013年3月起旅客攜帶嬰幼兒奶粉出境受到24小時限制，可見「即日陸路離境稅」在原則及技術上均屬可行。

公民黨理解，從事陸路水貨或走私活動的人並非全部是入境旅客，「即日陸路離境税」只是紓緩陸路水貨及走私活動擾民與「自由行」旅客過多的其中一個方式，特區政府必須同時採取多項措施，包括加強邊檢、檢討「一簽多行」、嚴格執行巴士及鐵路的乘客行李限制等等，多管齊下。
