公民黨盼聯合國促請特區政府
全面取消功能界別
今天(2月9日)在瑞士日內瓦，聯合國人權理事會(United Nations Human Rights Council)進行「普遍定期審議」(Universal Periodic Review)中國政府提交的人權狀況報告(包括香港報告在內)。
公民黨注意到，聯合國人權事務高級專員辦事處負責編製，並已送交聯合國人權理事會的審議成員省覽的資料當中，涉及香港的內容有不實之處，完全沒有提述以下一個重點，公民黨感到十分遺憾。
沒被提述的事實，是聯合國人權事務委員會(United Nations Human Rights Committee)曾經三次在報告中指出，香港的立法會自從引入選舉成分後，《公民權利和政治權利國際公約》第25條(乙)的保留條文便不應該繼續適用於香港。
公民黨期望，聯合國人權理事會的審議成員明天審議香港報告和處理香港的普選問題時，從事實出發，確認上述保留條文已經過時。選舉不應該包含任何歧視或無理限制，而特區政府無權剝奪市民的普及平等選舉權和被選權。
公民黨指出，聯合國人權事務委員會屢次批評功能界別不符合《公約》第25條訂明的普及和平等選舉原則。可是，特區政府仍然經常以在1976年訂立的保留條文作為藉口，誤導公眾，阻撓香港的民主進程。
明年，香港特區政府將會向聯合國人權事務委員會提交下一份報告，報告香港人權狀況是否符合《公約》。公民黨屆時會要求委員會促請特區政府，堅定承諾一個明確的時間表，全面取消功能界別議席。
