公民黨郭家麒就東華醫院「篤數」事件去信醫管局

關注東華醫院涉嫌「篤數」事件

 

東華醫院專責護理失禁病人的理遺護理診所，涉嫌將出席講座的約一百名護士資料，當作失禁病人資料輸入系統，涉嫌偽造病人紀錄，以達致年度服務目標，「篤數」爭取來年資源的分配。

醫院管理局服務需求日益增加，資源分配緊張，以服務量評估各部門未來一年的撥款做法無可厚非。而若一個部份的需求明顯下降，將資源分配予其他更有需要的部門亦十分合理。但若其中有部門為利益而不擇手段，濫用申報機制的漏洞，則是不能接受。而是次事件中，偽造紀錄更有可能涉及公職人員行為失當及偽造文書等刑事罪行，事態十分嚴重。

就此，本人希望 閣下盡快向公眾交代事件，以釋除公眾疑慮。同時，由於事件有可能涉及刑事罪行，醫管局不應單靠內部小組調查，應邀請獨立第三方介入，避免「自己人查自己人」，同時亦應主動向警方及相關執法部門作出舉報。
