公民黨陳家洛批評環境局迴避問題、漠視民意

立法會環境事務委員會今早通過把「一焚三堆」(三個堆填區擴建計劃及於石鼓洲興建焚化設施)撥款申請提交財務委員會工務小組委員會，公民黨立法會議員陳家洛對此表示失望。
席間，陳家洛問及環境局有否計劃增建焚化設施，惟黃錦星局長只回應一句「與民共議」。陳家洛批評，環境局迴避問題，其反應令人質疑特區政府在推動源頭減廢和回收再造方面已「準備放軟手腳」和「打定輸數」。同時，他擔心若「一焚三堆」獲通過，令特區政府欠缺魄力和積極性推動源頭減廢和回收再造工作，因而計劃興建第二個、甚至第三個焚化設施，如是者，本港未來廢物管理策略只會淪入惡性循環 —「更多廢物、更多堆填、更多焚化」的怪圈。
另外，環境事務委員會剛就廢物管理議題舉行兩次公聽會，陳家洛認為，環境局應先慎重考慮從公聽會收集的所有意見，並作出適切回應，才到事務委員會「闖關」。他亦向黃錦星局長提及四個環保團體早前提出的六項建議，惟黃錦星局長只反覆講述《香港資源循環藍圖2013-2022》的內容，拒絕接納六項訴求。陳家洛認為，環保團體提出友善建議，黃錦星局長卻否定為不切實際，態度令人失望。
