公民黨陳淑莊回應政府有關膠袋徵費事宜

質疑新政策效用
憂政府自廢武功

就環境保護署發表諮詢文件，為如何擴大塑膠購物袋環保徵費計劃展開為期三個月的公眾諮詢。政府計劃擴展環保徵費計劃，進入第二階段諮詢，公民黨立法會議員陳淑莊憂慮有關建議的成效。

擴大塑膠購物袋環保徵費計劃是「期待已久」的政策，可以更全面減少使用膠袋。不過環境保護署未有提供細節，令擴大塑膠購物袋環保徵費計劃在技術性執行層面上存在不少疑慮。環境保護署的建議中只提及了一些一般性問題，未有提及公眾可考慮的方案，以及其利弊，令市民難以針對性就其作出討論。這「一刀切」建議只將技術性問題簡單化，未能提出可行方案。

公民黨立法會議員陳淑莊認為環保署是自廢武功，令原來行之有效的計劃失去真正意義，並呼籲環保署反思徵費計劃的原意。取消上繳機制可能會間接令環保徵費成本轉嫁商品上，削減了以經濟誘因減低使用膠袋的能力和效用。陳淑莊促請環保署認真聆聽及考慮中小企實行有關徵費計劃之困難。

陳淑莊將繼續跟進擴大塑膠購物袋環保徵費計劃的公眾諮詢，並爭取環保署考慮「專款專用」，把徵費計劃收益用於推動環保之上。並促請署方檢討擴大塑膠購物袋環保徵費計劃的效用、原則和原意。
