公民黨黨魁就環珠灣區提出的口頭質詢

梁家傑議員今天(2月11日)在內務委員會提出就「環珠江口宜居灣區建設重點行動計劃」議題，於2月16日(三)立法會大會上向政府當局作出口頭質詢，希望當局澄清新增已完結的諮詢性質，及要求披露相關研究的數據及文件，供社會大眾作出討論等。是項建議在內務委員會遭到否決。梁家傑議員對此表示失望，並將發信要求立法會主席曾鈺成議員就是否批准該口頭質詢作出裁決。

擬議口頭質詢措詞大致如下：

緊急質詢 – 環珠江口宜居灣區建設重點行動計劃

粵港澳三地政府共同編制的「環珠江口宜居灣區建設重點行動計劃」，於本年1月14日開始進行公眾諮詢，至2月10日結束，為期共28天。該計劃牽涉香港全境﹑澳門全境及環珠江口五市，區域人口多於2,500萬人。這個牽涉重大公眾利益的所謂諮詢內容，事前並無提交本會作出討論，亦無作出合理宣傳，鼓勵公眾參與，引起公眾疑慮已「被規劃」。根據傳媒報道，規劃署副署長凌嘉勤先生曾表示，「行動計劃」的文件名稱純屬「講大?」，並澄清該計劃旨在與各城市交流規劃意見，市民仍可在諮詢期完結後繼續表達意見。就此，當局可否告知本會：

1. 載於該份諮詢文件牽涉香港境內的工程，包括(i)建設「環狀跨界綠道」﹑(ii)將米埔及海下灣濕地公園等分別納入省立濕地及海岸公園，並以綠道串連及(iii)銜接粵港兩地的遠足徑及單車徑等。根據文件所列具體落實時間表，這些涉港工程都會於年內展開，這安排明顯非止於與各城市交流規劃意見的層面。這事實與當局的「講大?」說法並不吻合。就該計劃的性質及香港規劃署在計劃中的角色為何，當局有何解釋？

2. 規劃署在2月9日新聞稿中提及兩個月的公眾論壇性質為何？市民已提交及將繼續提交的意見會否全數被公開？三地政府會否就市民意見調整計劃方向及細節？及

3. 局方會否承諾將諮詢期延長六個月，公開所有相關研究文件和規劃數據，向公眾詳細介紹整套規劃理念和具體建議，並委託獨立於政府的民間智庫或大學負責在過程中收集民意及編制獨立報告，以確立公眾的社會價值取向？若否，原因為何？
