副學位需求呈萎縮 全面檢討勢在必行

教育局局長今天以書面回覆本人就自資專上院校的運作提出的質詢，本人認為教育局提供的統計數據說明香港學生對副學位課程的需求已呈下降的趨勢，個別自資專上院校更面對嚴重的收生不足問題，可以預見課程因而結束甚至整所院校倒斃可能陸續出現，政府當局實在有需要正視有關的結構性問題。

梁振英特首在其競選政綱中指出會致力發展私立大學，但至今仍未有任何構思，本人認為現時正值中學畢業生人數下降，自資專上院校面臨必須重整需要之時，政府當局應就整個自資高等教育政策作出全面的系統性檢討，包括研究促成不同的自資院校透過不同的合作形式建立具公信力的私立大學和社區學院，勿讓院校自生自滅。

就有消息指城大出售城大專上學院，本人要求政府當局及立法會繼續跟進和關注，城大方面必須公開有關「與一所高等院校組成策略性合作夥伴」的細節，澄清「止蝕轉讓」、「教育商業化」等消息，確保向政府當局和師生作出的承諾得以落實，並重申校方應認真為其專上學院作出承擔而並非提出退場計劃。本人亦將繼續透過不同渠道關注事態的最新進展。
