公民黨籲行政會議暫停雙非孕婦配額
及時化解中港矛盾

公民黨今早在行政會議開會前向特首曾蔭權及行政會議成員請願，要求特區政府應優先照顧本地孕婦及港人內地妻子（即「單非」孕婦）的需要，並為解決雙非問題，採取以下具體措施，及早化解中港矛盾:

1.    要求衛生署立即暫停向雙非孕婦簽發「預約分娩服務確認書」；
2.    大幅增加入境處人手及增派醫護人員，協助全面堵截雙非孕婦入境；
3.    聯同內地相關部門全力打擊中介公司及其活動，並嚴懲闖關人士。

公民黨明白香港人對雙非問題的不安情緒，源於特區政府從未制定人口政策，亦未有監察雙非嬰兒出生的情況及制定配套措施，以致問題惡化。政府對此不能再猶豫不決，應採取果斷行動解決問題，並立即全面研究及制定長遠人口政策，在有需要時可考慮修改基本法相關條文，把政策貫徹落實。

香港人一直崇尚一個理性及包容的社會，公民黨希望各界能冷靜處理目前問題，不要將矛盾升溫及激化。
