決策程序本末倒置  公眾諮詢不可或缺
回應政府展開機場第三跑道計劃研究

政府今天公佈行政會議原則上同意展開香港國際機場第三條跑道的研究工作，包括進行跑道的設計規劃工作、環境影響評估及融資方案研究。本人認為政府的決定在程序上並不合理，未進行全面的公眾諮詢，便硬推方案，本末倒置。本人認為：

1.    行政會議作出的原則性決定，容易讓社會產生政府已決定落實第三條跑道的計劃，政府當局必須牽頭進行公眾諮詢，充分聆聽市民的意見；

2.    此計劃必須進行全面的環境影響評估，並嚴格按照現行法例及最新的空氣質素指標進行；

3.    政府當局應盡量公開行政會議同意展開第三條跑道研究工作的理據和相關資料，以便獨立專家可作出適當的評估。
