回收塑膠變堆填　環境局嚴重失職

擴建堆填區是近日最具爭議性的社會議題，香港三個堆填區即將爆滿，推動源頭減廢實在刻不容緩。

可是，上月初傳媒報道，每月領取政府逾53萬元公帑的外判商，竟沒有妥善處理三色回收桶的物資，將大部份廢紙、塑膠和金屬丟到垃圾站，令市民嘩然。

今天更有報道指出，環保署不但沒有懲處有關回收商，更於上月中發出《本地產生的廢塑膠棄置安排》文件，容許回收商在獲得該署的確認票後，每天可在廢物轉運站及堆填區棄置塑膠。

眾所周知，塑膠須長時間分解，並釋放大量有毒物資，污染環境。政府花大量公帑宣傳的回收政策，最終變成破壞環境，實在無法接受！如環境局默許此做法，是嚴重失職！

就三色回收桶成效，郭家麒議員曾於2月27日向環境局提出書面質詢，局長指現時全港有16,000套廢物分類回收桶；於2011年，廢紙、塑膠及金屬的回收率分別為64%、58%及92%；2011/12年度用於推廣三色回收的開支為2千4百萬元。回收商將物資丟進堆填區，上述回收數據亦成疑問。

事關重大，本人希望環境局局長嚴肅處理上述問題，並儘快向公眾交代。
