城規會重回正軌 完成未完的發言 要求城規會擱置改劃中環新海濱用地

本人今天重返城市規劃委員會就改劃中環新海濱用地為軍事用地的會議，並完成原應於11月4日作出的發言。本人認為無論在法律上或責任上，城規會必須在作出規劃決定前，全面聽取公眾市民的意見，更應該提供足夠的發言空間和時間讓公眾作出全面的陳述。因此，城規會主席在上次本人出席會議時限制本人的發言時間，強行中止本人發言，又要求本人分段作出發言，是完全違反規定和不合理的做法。本人對當日城規會主席的做法感到憤怒，故一直要求城規會按照以往的程序行事。

基於城規會最終主動作出放寬發言時間的限制，使發言安排回復至城規會會議的正常狀態，本人遂決定重返城規會會議，完成未完的發言。本人今天作出超過兩小時的陳述，加上上次的20分鐘發言，總發言時間已超過兩個半小時。

本人在陳述中重申，按照1994年中英簽訂的協議以及《駐軍法》，任何軍事用地均由解放軍管理，而解放軍亦無權管理香港任何公共空間或休憩空間。特區政府亦沒有任何法理依據管理劃為軍事用地的中環海濱長廊，而所謂解放軍作出開放海濱長廊的承諾亦有灰色地帶。本人可以確定的是，若把中環新海濱用地劃為軍事用地，香港將永遠喪失這段中環海濱。

本人在會議上亦提出了一系列的質疑的問題，但至今無論是城規會或政府當局的官員都未能提供圓滿的解釋，有關的文件亦不清晰。故本人再一次要求城規會擱置處理中環新海濱用地改劃為軍事用地的建議。
