執法被動 監管不力 陳淑莊促教育局道歉

申訴專員今天發表主動調查報告，批評教育局疏於監管開辦非本地高等或專業教育課程的機構，並建議教育局主動巡查取得有關課程註冊的機構及訂立機制定期審視有關課程的文件。申訴專員又促請教育局檢視及因應檢視結果修訂相關法例。公民黨立法會議員陳淑莊對申訴專員的評論及建議表示肯定。

陳淑莊指出教育局在監管非本地高等教育課程時表現被動是完全不能接受的情況，指出國力書院醜聞完全是因為教育局監管不力所致。她認為若教育局不採取任何糾正措施，將會嚴重影響香港的高等教育和人才培訓。陳淑莊促請教育局立刻就申訴專員的批評向公眾道歉，並制訂工作計劃跟進申訴專員的各項建議，亦表示會繼續透過立法會教育事務委員會跟進教育局的改善工作，尋求把香港的非本地高等教育納入正軌。
