大學國際化名不副實 外來生支援需求日增 要求全面檢討收取非本地生政策

政府當局多年來一直對增加資助大學學士學位課程學額的訴求反應遲緩，亦不願意把非本地學生佔本地資助大學學位課程學額的比例上限擴展至規限個別課程，導致越來越多符合入讀大學資格的本地學生未獲學額分配，亦出現個別資助學位課程出現非本地學生比例不合理偏高的情況，予人本地學生入讀個別課程機會被剝削之感。本人要求政府當局立即就上述兩個情況作出實質檢討和跟進。

今天教育局局長答覆本人就大學非本地學生狀況提出的書面質詢時，列出數據顯示最近三個學年來港就讀的內地大學生和研究生越來越多，而他們佔非本地生總數的比例一直高企於八成。本人認為此等現象反映本地大學早已偏離國際化的策略原意。本人促請政府當局立即就非本地本科生及研究生的收生政策進行全面檢討，扶助大學重回收生國際化的政策原意。

根據現行政策，教資會資助院校可招收非本地學生(包括內地及海外學生)修讀學士學位課程，人數以核准教資會資助學額的20%為限，當中包括最多4%的教資會資助學額和最多16%的非教資會資助學額。這代表政府不增加本地資助大學學額之餘，更有可能將原來應屬於本地生的4%資助學額分配予非本地生，不能接受。

另一方面，教育局局長的答覆亦指出非本地學生尋求大學方面協助的個案數目在最近三個學年不斷增加，2013/14年度的求助個案更比2011/12年上升四成，較早前亦曾發生非本地學生因未能適應本地大學學習環境而選擇輕生的悲劇，本人呼籲政府當局及各本地大學正視問題，增撥資源加強對非本地學生的適應和支援服務。
