安老院舍輸入外地護理照顧員問題

行政會議成員、安老事務委員會主席林正財今日表示，澳門及新加坡安老業輸入東南亞外勞情況值得香港參考；公民黨黨魁楊岳橋批評，林正財不了解香港的情況，現時院舍人手短缺問題並非如政府所講嚴重。楊岳橋指出，若果現時政府選擇進一步開放輸入外地勞工政策，而不是加強本地青年培訓及訂立長遠規劃的話，未來院舍人手不足的情況只會愈來愈惡化。

楊岳橋指出，院舍的護理員屬高勞動厭惡工作，而且當中涉及很多需經過培訓的工作技巧，例如扶抱、推輪椅及其他個人護理等，若然不是從一開始培訓是很難適應的，縱使現時開始有不同機構提供相關的培訓計劃，但始終因各種配套及支援問題，難以建立一套完整系統。

楊岳橋要求，政府應首先配合安老服務的發展，制定一個清晰及長遠人力規劃，同時應檢視現時制度上各種問題，包括現時行業流動性、薪酬及其他保障。此外，亦應該就護理行業設立職業培訓學院，除了為剛畢業的青年人提供新的工作路向外，亦能夠長時間及有系統地培訓青年，確保每年有固定人手入行。
