巡察不力 保育不周 要求把更多不包括土地納入郊野園

審計署今天發表審計報告，批評漁農自然護理署對郊野公園和不包括土地巡察不足，亦未有妥善處理不包括土地的保育。本人認同審計署的意見和建議，認為政府當局必須更積極地管理佔香港陸地面積四成的郊野公園，並盡可能把所有具保育價值的地帶納入郊野公園。

另一方面，環境局局長回應議員就把西灣不包括土地納入郊野公園的口頭質詢時，表示政府已作出詳細考慮和諮詢，更未接獲因郊野公園範圍或土地用途提出的投訴。本人認為民意已經相當清晰，希望西灣的不包括土地納入郊野公園，議會不應該與主流的民意對立。

就此，本人認為：

1. 政府當局應認真考慮回應社會對郊野保育的訴求和關注，把所有不包括土地納入郊野公園範圍；此舉既不影響土地擁有人的業權和繼續其鄉村生活的權利，亦可使郊野公園的保育更具統一性；

2. 政府當局必須立即着手處理仍未納入郊野公園或法定規劃圖則的27幅不包括土地，並加強巡視這些土地，避免有關土地遭故意破壞而喪失其保育價值；有需要時，政府當局應該增撥人手和資源；

3. 將軍澳堆填區佔用清水灣郊野公園的18公頃土地，已經很難恢復郊野公園的用途，政府當局必須就郊野公園土地的損失立即作出交代，並保證日後不會再有類似的事情發生；

4. 民意已經相當清晰，呼籲一眾建制派議員在12月4日支持把西灣的不包括土地納入郊野公園。
