巡察欠積極 古蹟難保育 要求古蹟巡查擴展至評級建築

發展局局長今天書面回覆一項立法會質詢時，表示會每年巡察本港所有法定古蹟一次，並把會進行工程或由古物古蹟辦事處管理並對外開放的法定古蹟納入優先進行巡察的目標，又指出過去五年並沒有任何法定古蹟遭受破壞的記錄。本人認為政府當局的回應並無新意，更反映政府對保育歷史建築缺乏積極。本人認為政府當局應該把有關巡查擴展至獲評級的歷史建築，避免該等建築因種種原因遭受破壞。本人認為：

1. 按目前政策，獲古物諮詢委員會列為一級歷史建築的建築物會被視作已列入「備用名單」的具高度價值的文物建築，以供古物事務監督考慮其是否已達到宣布為古蹟的「極高門檻」，從而獲得法定保護；然而，目前以行政方式保護歷史建築物的制度卻不能確保有任何已評級建築物獲得定期巡察和保育；政府當局應該增加古物古蹟辦事處的資源，安排對獲評為一級的歷史建築甚至所有獲評級的歷史建築進行定期的巡察；

2. 根據審計署署長第六十號審計報告(2013年3月)，目前香港有58個軍事設施獲建議評為歷史建築物，當中13個更獲建議為一級歷史建築，但政府當局需透過保安局與解放軍駐港部隊商討以確認這些建築的評級；可惜，政府當局在這方面的工作卻極為緩慢，予人迴避責任的感覺，政府今天的回覆完全不能表現政府對保育歷史建築的積極態度。
